No. The first chapter assumes you have never seen a Korean letter, and nothing before it asks you to.

If you sign in with Apple or Google, yes. Your progress is saved to that account and comes back when you sign in on the new phone. Without an account it stays on the phone you learned it on, so it is worth signing in early.
